Study: Child E-Scooter Injuries in England Rise 20-Fold

Britain's rules draw a line many families appear not to recognise. Since July 2020, rented e-scooters have been legal for people over sixteen in government trial areas such as London, Liverpool and Manchester, capped at roughly 15.5 miles per hour. Privately owned machines remain illegal on public roads and pavements, yet retailers have sold them since 2018, sometimes for more than 1,000 pounds, and some can be modified to reach far higher speeds. Almost every logged injury involved a private scooter, and three-quarters of the children came from the most deprived neighbourhoods. Separate analysis by the Parliamentary Advisory Council for Transport Safety counted 59 deaths in Britain linked to the vehicles since 2019, across riders of all ages.

Grief has shaped part of the response. Fourteen-year-old Jacob Calland died in Manchester in March 2025 after the friend carrying him rode through a red light in a turbo mode capable of 28 miles per hour; the teenage driver later received an eighteen-month rehabilitation order, and Jacob's mother has launched an awareness campaign. The Department for Transport called the findings concerning and said new laws are coming, including a helmet consultation. In the United States, where most e-bikes count as non-motorised vehicles under federal law and need no licence or helmet, officials are testing tougher measures: New York City's mayor has warned more than forty online retailers over illegal machines, New Jersey now requires riders to be fifteen and registered, and an Orange County, California, prosecutor has opened more than two dozen investigations into parents. Cycling advocates counter that the real hazard is heavy electric motorcycles marketed as e-bikes.
