The reasons for Europe's reluctance are cultural, economic, and environmental. Energy prices are far higher than in the US, many residents rent rather than own, and governments have favoured longer-term measures such as shade, insulation, and public cooling centres. Ine Vandecasteele of the European Environment Agency argues that widespread air conditioning "should not be the solution anywhere," warning that it expels heat outdoors and accelerates warming. Right-leaning parties, including Germany's Alternative für Deutschland and France's National Rally, accuse mainstream politicians of letting people be "sacrificed on the altar" of climate ideology. Conservative commentators similarly frame low adoption as evidence of a poorer, overregulated continent, though analysts find little proof that regulation is the main cause.

Amid the polarisation, health experts urge a middle path. WHO Europe director Hans Kluge recommends targeted cooling for those who need it most — hospitals, care homes, schools, and public transport — while continuing to build shade, green roofs, and cooler buildings. Adaptation has already cut deaths from once-extreme heat by 75%, even as heatwaves grow fiercer. Adoption is rising fastest where summers are hottest: more than half of homes in Italy and Spain now have air conditioning, against 24% in France. Some scientists warn of a widening gap between those who can afford to stay cool and those who cannot. "Lives are more valuable to us than AI — or at least they should be," said Oxford climate researcher Chloe Brimicombe, noting the energy now spent cooling data centres.
